Youtube Channel Monetization Problem-Why you can't move forward from step 1 process to Next?

In recent time (maybe from May) new Youtubers could not complete all monetization process. Everyone gets stuck in process one. After clicking on the Start button on step 1 and then accept all condition and click on next it seems like nothing happen. Here is the screenshot which I took from the Youtube forum.

Well Due to Technical issue People having Problem of this. A Youtube Forum Community manager confirm this message. Here is the screenshot of this.

How to add fund in skrill by Debit/credit/Neteller

If you upload rather or less than 16:9 frame video then Youtube will add a black bar to adjust the size. So try to upload to according to that size. Well, some software export video according to this ratio and some software. I use Camtasia9 for screen recording video and there I do not have to adjust the size. But in above premier pro, I have to adjust size.
